Summary of Changes to ADR 2025
The below summary provides a snapshot of the changes relating to the carriage of dangerous goods by road, according to ADR 2025.
The main changes relate to the introduction of the Sodium Ion Batteries, amendments to the carriage of Asbestos and Waste, however it is always recommended to review the Regulations in relation to each consignment to ensure compliance.
Chapter 1.6 – Transitional Measures – In general, unless specified have until 30 June 2025 to comply with any amendments.
Some of the amendments made to the Transitional Provisions cover an extension from 31.12.2024 until 31.12.2026 however there are some new Transitional Provisions that relate to Molten Aluminium (1.6.1.54), Packagings manufactured before 2027 which do not confirm to 6.1.3.1.are still permitted to be used (1.6.1.57), Fixed Tanks (1.6.3.61) and Tank containers (1.6.4.65) constructed before July 2025 which do not conform with the requirements laid out are still permitted to be used.
There are several new UN Numbers in ADR 2025, however these mainly relate to the introduction of Sodium Batteries and Lithium ion and lithium metal batteries for electric vehicles.
A new sub-section (2.2.9.17) has been added to the Classification section of Class 9 to incorporate Sodium Ion Batteries. The UN numbers relating to Sodium Ion include: UN3351, UN3352 and UN3558
A series of Special Provisions have been amended, deleted and introduced to represent the changes made. Whilst these are not exhaustive, these include:
- SP 400, 401, 404 and 677 all relate to Sodium Ion Batteries where exemptions apply for those contained or packed in equipment or if the battery is short circuited. Specific instructions on how to transport defective/damaged batteries is detailed in SP677, where they need to be transported as Transport Category 0.
- SP252, 644 both relate to Ammonium Nitrate.
- SP668 relates to those sectors who are involved with road marking and bitumen products.
- New Special Provisions include:
- SP403 relates to Nitrocellulose Membrane Filters
- SP406 replaces the SP653 which has been deleted, specific to Gas cylinders of UN1006, 1013,1046 and 1066.
- SP28 relates to many different UN numbers assigned to Class 3 or 4.1 providing when packed the percentage dilution does not fall below stated.
In ADR 2025 it specifically states the documentation relating to the dangerous consignment needs to be in the driver’s cab.
The transport information must include any information as necessary, which may be detailed in any areas within ADR (5.4.1.1.21).
Amendments have been made to 5.4.0.2 which relate to electronic data, stating information contained needs to be specific to the goods per vehicle and the vehicle identified in the documentation.
When transporting free asbestos under SP678, there is a requirement to notify this on the transport documentation as detailed in 5.4.1.1.4. Additionally, there are other amendments to information to be place on a transport document when carrying wastes, as detailed in 5.4.1.1.3.3 when complying with the changes in 4.1.1.5.3, which related to how the wastes are packed.
There are many changes to the Packing Instructions, for packages (P), large packages (LP) and IBC’s, therefore it is recommended that these are reviewed to see how these amendments may affect the consignment. Some of the specific changes to the packing instructions include:
- P006 / LP03 – Prototype lithium batteries, less than 100 production that does not meet the Manual of Testing criteria need additional measures to protect during transport
- P200 – UN3553 Disilane Class 2 has been added
- P303 – Applies to UN3555
- P505 – UN3375 Ammonium Nitrate expanded
- P650 – Drop test of 1.2 m requirement for UN 3373
- P803 – New packaging performance requirement, to be packing group standard II. Applies to UN2028 Bombs, smoke
- P912 – Applies to UN3556, 3557, 3558 all of which are electric vehicles
The requirement for training for those personnel, other than those drivers who hold an ADR vocational certificate (8.2.3), is now specified for those involved with the carriage of dangerous goods by road.
The Sodium ion UN numbers have been added to the table in 1.1.3.6.3 relating to Load Thresholds and Transport Category.
Definitions have been updated along with a new definition being added for ‘Degree of Filling’.
